Not really -- but effectively, yes.

An allegation is a claim that someone did something.

An accusation is a claim that someone did something bad.

All it means is that there is a claim. Allege = claim. An 'alleged victim' is the person who claims to be a victim.
An 'alleged criminal' is the person who someone else has claimed to be a criminal.
