Regarding the temperature,it is very difficult to tell as it depends upon many factors(both local and global) including latitude over which the anti-cyclone forms.
Winds always(both summer and winter)flow in a clockwise direction in the Northern Hemisphere.As the pressure gradient in an anti-cyclone is usually small,winds are light, which means the speed is less with slight variation between summer and winter.
Weather is usually fair in summer and the sky is cloudless ;but in winter, conditions are favourable for formation of radiation fog.This thick fog may sometimes lift and may form thick low cloud creating what is called an"anti cyclonic gloom".

In winter you often get an inversion (temp increases with height through the layer nearest to ground , instead of decreasing, which is usual)

Inversions trap muck in the air to the surface used to cause very bad smogs, mid 20th century in big cities.

In anticyclones there is normally no wind - perhaps the tiniest breeze - the isobars are far apart, so this makes sense.

The general motion of air around an anticyclone is clockwise in the northern hemisphere
