the ds say it needs the ip, usually att tells the to put the ipin the inernet address bar , then i go configure it but, i keep puting it in and it doesn't exist

It's asking for the router's IP address, not your ISP's IP.

For example:

Linksys, Trendnet IP is http://192.168.1.1
Netgear, D-Link IP is http://192.168.0.1
Belkin, USRobotics IP is http://192.168.2.1

Look in the router's manual to learn how to setup your connection, and only then, call the router manufacturer.
