Cyclones form in the Bay of Bengal under certain favourable atmospheric and oceanic conditions.There are marked seasonal variations in their places of origin and tracks which help in predicting their movements.They rarely form over the Arabian sea.
In India,if the wind speed of the storm exceeds 34 Kts, it is declared as cyclonic storm.Those cyclones which form over Bay of Bengal,initially move in a west-north-westerly direction, then northerly direction and sometimes recurve to the north-east striking the east coast between the states of Tamil nadu and West Bengal.Sometimes they hit Bangladesh and Myanmar coasts also.
Initially a low pressure system forms which subsequently becomes a depression and many such depressions cross the east coast without becoming cyclones during the north-east monsoon season.Only very few depressions become cyclones.
Sometimes ,a cyclone which formed over the Bay of Bengal moves westwards,crosses the peninsular India, getting weakened in the process,emerges in the Arabian sea,intensifies again as cyclonic storm,recurves and hits the western coast of India along the Maharashtra-Gujarat coast.Very few,however, move towards Arabian coast.
Cyclones are associated with high pressure gradients,and consequent strong winds.These in turn generate storm surges.
About their formation, they form just like any other revolving tropical storm over a warm sea surface with humid air over it and with a steep lapse rate in the atmosphere to a cosiderable height.

I would think you mean the Indian Ocean. If so, just as a cyclone would form any where else in the world. Thunderstorms over the Ocean develop a Low Pressure and this Low closses off. When that happens a Tropical Depression forms and as long as conditions are favorabele Like low to no wind shear, high Sea Temps, no dry air, convection, (thunderstorms) will build over the center of that Low Pressure area and strenghten. When winds get to 39mph its a Tropical Storm. 73 a hurricane.

Tropical cyclones develop over the warm waters of the Bay of Bengal and make landfall in India, Bangla Desh or Burma.

cyclones occur when warm less dense air meets dry, cold air. the greater the density difference, the higher chance for a cyclone to occur. it can happen anywhere on earth.
