Nothing -- it's an argument about whether the US needs more weapons to stay "competitive" with other countries.

Whether it's true or not -- the US has sufficient weapons for decades to come to ensure its own security against other nations -- and the threats that it faces from non-mations aren't going to be solved by developing "post-nuclear superweapons" -- so either way I'll leave the war-mongering to others.
