Express or enumerated powers are those in the plain text of whatever document -- whether a contract, law, constitution, whatever -- they are things that one person or group or branch is explicitly allowed to do.

Implied powers are those necessary to carry out some express power or obligation -- but which are not actually discussed either way in the text of the document -- for example, say a contract authorizes a person to deliver groceries to someone's house -- implied in that is the authority to pick up the groceries, and to find out where the person is living, and to enter the person's property at the time of delivery -- those are implied because they are not directly mentioned either way, but they are necessary to do something else that is mentioned.

delegated powers - Expressed powers given to one branch of government by the Constitution, which are assigned to another government agency with express consent of the first. For example, Congress delegating certain powers to the President. Implied powers - powers not given to the government directly through the constitution, but are implied.
