If you mean what location in the United States gets the most rainfall then the answer is Mt. Waialeale in Hawaii. If you're asking what state gets the most rainfall when averaged over the state then I'd guess it was one in the south, perhaps Florida or Louisiana. If you mean what state gets the most rainfall when you total it up for the whole state it's probably Texas, since it's quite large and parts of it get a lot of rain. It's not really a very clear question.
