Clinton's highest # of pork barrel projects was 1/5 the # under the Republican controlled Congress with Bush at the helm. Can't just blame Bush for that, since the Republican controlled House approved the budget. It's a black eye for the conservative's party. What's more stunning is that the new Democratic controlled Congress reduced the # of pork projects by 80%!!

The Democratic Party- Tax and spend responsibly
The Republican Party- Tax, borrow, and bankrupt

Earmarks are a basic function of fiscal allocation -- they simply say that money given to a particular agency must be used for a particular purpose, and not part of the general operation or discretionary fund.

For example -- say a bridge needs to be rebuilt or a park needs to be replanted after a fire -- the allocation of funds to the hiway commission or the parks service might include an earmark of specific funds to be used for that project.

Thus, while earmarks may be wasteful (pork) spending -- they are not automatically such -- and as with anything, it's important to look at why the money was given and what it was used for before calling it pork spending.

i think the difference between the two is as follows,

liberals want to pay for their spending with taxes,

conservatives want to pay for their spending with china's wealth that is loaned to us

under lbj we had vietnam

under roosevelt we had ww2

truman korea

clinton had kosovo

the arguement about war just doesn't play out

the liberals and conservatives are both at the trough of the treasury
