what is the ideal solution for the leaking rcc roof?

my home was constructed recently unfortunately the rcc roof is leaking the local enginner suggested for one more layer of cement still there is leakage specially with continuous rain on keen observation there are some small cracks i want your valuable suggestions

If it's a flat roof you might have a hard time. A water proof roof coating might help. The kind they use on mobile homes.

try a concret sealer, give it a good coat,
