Hi!

An earthquake can occur virtually anywhere anytime. They can not be prevented! However damages, destructions&loss of life can be significantly reduced if everyone sufficiently prepared themselves, thier homes, workplaces&community for a major earthquake.

Now a days many rich countries like japan have started to build an earthquake proof constructions that have sufficient power to be endurable.

Go to the moon. There are no earthquaqes there. If, for any reason, you can not go to the moon, then, I am sorry, but you just cannot. Earthquakes are made because the crust of the earth is separated in many parts and because underneath the crust there is lava, these parts collide and you get an earthquake. The moon doesn't have separated crust parts, simply because there is no lava underneath.

Prevention is not the answer but like one other gentleman said, we can set them off before they are big enough to cause damage, with large Vibrators. A train creates a lot of vibration in the ground.
