Congress -- if the "wrong" is violation of federal laws, or betrayal of oath of office -- the process is called Impeachment.

The Supreme Court can issue orders to the President regarding specific interpretations of specific laws or constitutional provisions -- but if (as Bush has twice so far) the President chooses to ignore those orders, there is little the Court do about it.

The House of Representatives would have to impeach and by the way impeached does not mean removed, it means accused.

After the President is impeached, an impeachment trial occurs with Chief Justice of the Supreme Court as the Judge, the House of Representatives as the prosecution and the Senate as the Jury.

67 Senators or higher have to vote Guilty in order for the President to be removed from office.

The way I understand it, our Attorney General can file charges against the president; however, this is highly unlikely because the Attorney General is appointed by the president. If enough pressure exists, Congress will appoint a special investigator/prosecutor and charges can lead to impeachment. It is up to the Congress to vote to impeach the president. But real life shows that all high officials are above the law because even if this occurs, nothing really happens to the president. In President Nixon's case, he stepped down because he was caught breaking and entering the Watergate offices, and then the Vice President (Ford) took office and pardoned him before impeachment proceedings could occur. President Clinton showed this in that he lied under oath, admitted to hiding evidence (obstruction of justice), and possibly raping several women, but we all saw that NOTHING happened to Clinton at all. In fact, his wife is favored to win at our next election!

So, in reality, all the public can do is vote in a different president at election time.

Personally I think it should be the American public since we are the ones paying everyones salaries in Washington.

the Senate,.....it is called impeachment,.....that is a trial,.....like Bill Clinton had,.....Clinton was impeached, but found not guilty, with a vote that followed party lines,.....
