It really doesn't have that much to do with the unions, and it has nothing to do with race. It has more to do with the isolation of the poor. Inner city teachers don't usually last for more than a couple of years, its a very stressful and sometimes dangerous job. The money for schools come primarily from the property taxes and levies in the district or city you live in. If you live in the projects, there is very little tax money coming in for public schools. If you are unlucky enough to be born into a family that is living in the projects, you will be going to a school that has few resources and you will only be exposed to other people who are under the poverty line. The charter system Bush supports was supposed to give more opportunity to these kids by allowing them to choose a charter school. If your parents are impoverished drug addicts (for example, or even just plain old poor), how are you going to get to that school on the other side of town, and how are you even going to get in with the "non-education" you already have? Put yourself in their shoes. As it stands the system in place now is draining funds from the most unlucky kids in America, and paying for books and busing for religious and private schools in districts that are already doing fine. Its not about voting "for" the teachers unions as much as it is voting against the corruption that is going on with the system.

Why do you ask questions about education based on a bias and incomplete information? Blaming teachers for education? take a look a NCLB. But then again that would take some intelligence to realize problems are not the simplistic black and white image you apparently see.
I am sorry that you were failed in your education. I will help though, you don't capitalize all the words in a sentence.

I would disagree with that statement. The current state of affairs means that good teachers get frustrated and leave thus leaving the mediocre and bad teachers behind.
I don't blame the unions, the teachers, the students, the govt, the board of ed, etc. It's a combination of a number of factors.
If you are worried about the state of teaching in America, teach. They are looking for good teachers.

Because the racist GOP passses bills like "No (WHITE) Child Left Behind" that pull money from low income area sdchools and gives it to mostly whit schools in good-income areas that are already well funded.
