Perhaps it refers the degree to which the election was fixed.
Remember Gore actually got 1/2 million votes more than Bush in 2000,
This is more than Kennedy's margin against Nixon in 1960. If Clinton hadn't screwed up Elian Gonzalez, Gore would have carried Florida too.
If it hadn't been for Ralph Nader, Kerry would have carried Florida in 2004 too.
My only salvation is thinking about all those moderate voters in all the Midwest states throwing out the Republicans in the 2006 elections.

I think that if you will look at the current state of the congress, you will see that the people that do vote, only vote for their own interests, and not for the good of this great country. And yes, the rest of the non-voters are lazy, self centered, and apathetic towards their civic duty. However, I'm sure they will be the first to make noise when things don"t go their way.

Bush decided to wage an ILLEGAL war of choice based upon nothing but a pack of filthy stinking lies that has so far resulted in the slaughter of over 400,000 innocent Iraqi civilians.
Bush and Gonzales decided to abrogate the US 's reponsibilities under the Geneva Convention of treatment of prisoners and created an attitude in the military towards prisoners that saw the military torture thousands and the killing of dozens.
Bush turned a terrorist free Iraq into a terrorist haven/magnet.
Bush so demonized and vilified Islam that Muslims world wide were angered and pushed thousands of radical Muslims into the arms of Al Qaeda.
Bush by having to move over 150,000 troops into Iraq, allowed the REAL war against terrorism in Afghanistan to fall apart with the Taliban back controlling much of the country to-day.
Being the typical monumentally hypocritical American Christian,Bush does not want to soil his hands on having to beat the crap out of prisoners with torture so he just ships them off to countries known to use torturing extensively on their prisoners.
Bush and Americans haven't the GUTS or the personal integrity to do their own filthy dirty work.
Bush has destroyed forever the trust and respect many nations had for the US .This will NEVER come back to previous levels.
Bush has made the world a hell of a lot less safe from terrorism than before 9/11 and if any of you bloody americans don't think so than just ask all the thousands of loved ones of the TERRORIST attacks in Spain,Britain,Bali etc.
So ,in 2006,many around the world knowing all these FACTS believed that no SANE,INTELLIGENT,KNOWLEDGABLE American would ever considering voting for this lying,war mongering evil Bush .
Incredibly, the majority of Americans actually RE-ELECTED this dirt bag
The majority of Americans are de facto nothing but monumentally hypocritical ,morally bankrupt accomplises in this CRIME AGAINST HUMANITY .
This is much more than a "short comimg" but is simply "moral abomination" in line with what all main stream Christian Churches (including Bush's own Methodist Church) has called the Iraqi War.
Everytime I here an American Christian spewing their hypocritical crap,I simply throw up.

I don't agree with the premise of your question. You produce no evidence of incompetence or cavalier attitude. You are disrespecting a good man. American voters do not have shortcomings. We vote for whomever we choose and for our own reasons.

I dont think Bush is incompetant, I dont care for him but he has done something that most presidents wont or cant do, stick to his guns.
I hate the war in iraq, but he wants to see it through.
American people are sheep, understand that, we go where the media plants the food.
