I used to live in California where some of the strictest anti smoking laws in the states exist. As a former smoker, here is my take. I went to a restaurant in the state of Ohio where they allowed smoking. I was so accustomed to California that I had forgotten how smoky and foul smelling it gets, the watering eyes, if you will, the second hand smoke. I really hated it and couldn't escape since it was a company dinner. I had to suffer. On the other hand, I fail to see why a restaurant can't chose to be smoking or non smoking. The market place plus societies intolerance should be enough. I am against adding more laws on top of the old laws on top of the older ones and so on and so forth. We are refining laws to the point where they are absolute and absolute law has no place in any society. Especially one that proclaims to be free. In the case of the company I worked for, they really had two choices. Smoking or non smoking. They chose smoking which put me in a quandary. The following year, because of complaints they made it non smoking. In China I teach English as a second language. I have posed the questions, what harm does smoking do to ones body, and what is the best way to quit. The answers to the first part are varied, the answer to the second part is simple, don't start. 99.9% of my students are non smokers, the other .1% who do know the risks. They will eventually make up their minds to quit and find their individual way to do it, just like I did. Peace Jim .

it is now a legal requirement that all pubs be non smoking, therefore any pub you stop at, at the west end will in fact be non-smoking.

Your second question, It really depends on how much you want to spend, but if you are looking for something really cheap then, there is a fairly international hostel at hendon central (which is in north west london)
Happy travelling

ALL pubs and other public places e.g. cinemas, restaurants etc. in London and elsewhere in the UK are non-smoking.

Smokers have to use a space outside e.g. a special shelter at the back of a pub.

I have stayed at St Martin's and it is quite nice but costs 400.00 a night. I also heard that One Aldrich is similarly nice.
Some people like the Waldorf. St Matrin's is next to GymBox a workout place where they have excersise equip arround a boxing rink. London is priced to make you feel like royalty when you pay the bill (I guess). There are probably lots of better things to do in London than smoke. Take a walk past Trafalger square. Go to evensong at church and listen to the holiday music.
