There are several ways to run a legal system -- common law and civil law being the most common.

Under a common law system, like they have in England, and which the US and Australia inherited -- courts interpreted the statutory laws -- and those interpretations become binding on lower courts, so that people later know what the interpretations are going to be

Under a civil law system -- like they have in France, and partially in Louisiana -- each court is free to interpret the laws from scratch, without being bound by previous court decisions
