No details? Then no possible way to give you any idea! There's no such thing as a "typical" complex. Each is unique. Property values are all over the chart and this will have a major impact on costs.

You said it yourself, too many variables. Could be anything from under $1 million to over $20 million.

This question is a bit like: how many seeds does it take for a lawn? You know, I don't want to sound difficult but it depends on how big the lawn is.

You will need to provide SOME level of detail to obtain a reasoned reply. How many units are to be involved ? What level of amenities are to be provided? Upscale or simple run of the mill units? What location? DUH.
