no, infact only a very small portion of electromagnetic radiation is in the formof visible light, theres also x-rays, radio waves, microwaves, gamma rays, ultra violet, infrared. visible light is probably around 1/100 of the spectrum

Can you see at night or do you have to use infared goggles?
When you look in a microwave, do you see the waves cooking your food?
When you hook up a wireless router, do you see the signals coming in and out of it?

By see, I suppose you mean 'detect', and the answer is yes. At the very bottom of the electromagnetic spectrum is sound, and people talk near the bottom of that range!
