I think Kyushu, the south west island of Japan. The typhoons hit Kyushu frequently. And Hokuriku, the north part of Honshu, for the earthquakes. But every part of Japan has a possibility to be a victim especially by earthquake.

My guess is the volcanic areas, beaches where tsunamis and hurricanes happen, and mostly on their plate techtonics
