one bathroom and small laundry room. I am in canada and the winter gets quite cold and as a result the electric bill to heat my place becomes a little expensize. The place has electric heat with heaters in all rooms. So I was wondering: 1.)How can I go about saving electricity in this place? and further 2.) would buying a small "convection heater" or similar,and using that instead of the electric heaters here be better?

I have to admit, it does sound more sensible to find another place to live. Below grade and Canada do not seem like an ideal match.

Electric heat is VERY expensive! Unfortunately, convection heaters to heat a room can get expensive, as well!

There are a few ways to control the costs. You can use convection heaters when you are home. When at work, turn the electric heaters down, and unplug the convection heaters. Obviously, you don't need a lot of heat, if you're not there! it's a pain, I know!!

There is no real great money saving way to control electric heat during the winter. The only thing I can suggest is to turn the heat down so your home is around 15 to 18 C. And buy sweaters and slippers, and heavy socks!! Now, look for a more energy efficient place to live before the winter sets in!!

Get out of there, a roomate situation is better than that. Look for a room in a house, or look for a live in situation job, like in a mental facility(they look for night managers and give them a room +food) but basement digs----UGH! space heaters are dangerous.
