it says on the label it was a windows xp

when i bought it it only came with the charger

If you think you have the wrong disc, contqact DELL SUPPORT, You bought the machine therefore PAID for the support !!!

Contact Dell if it came with Vista and tour Recovery disk is XP they messed up they will send you all the recovery disks for your pc just give then the Service Tag number and model number

You either need the original installation disk that put WinVista on this machine, or try to get the System Restore disk from Dell,(but of course it had to come on this machine to do that)
