Changing plugs for routine maintenance, when I find that one of the plugs is soaked in oil.

oil covered plugs are a definite sign of a leaking valve cover gasket....there are grommets on the inside of the valve cover that prevent oil from seeping into the plug holes, so its likely that the grommets and gasket need to be replaced........this is the most cost effective and by far the easiest way to correct the problem.

Well if the outside of the plug is soaked in oil change your valve cover gasket. if it is only on the portion that was inside the motor you have problems

the plugs go deep into the valve cover right? then reseal the valve cover. There are round seals that keep the oil from leaking into that area and it has failed.

Sounds like it could be a valve seal or blown piston rings in that cylinder.

you have bad valve guides or bad piston rings.
if it smokes only on start up it is valve guides if it smokes all the time it is rings.
