In addition to the normal courts and executive authorities, there are many regulatory agencies -- administrative agengies -- things like th INS/ICE, FCC, SSI, FAA, and so on.

Administrative agencies can hold their own hearings -- and administrative courts can issue their own orders -- it has almost as much force as an actual court order -- and can be confirmed by a court if necessary.

it is an adjudications rendered by an administrative agencies regarding the scopes of their jurisdiction and directives in accordance with the law which empowers them.
