Public servant needs to be tested and than only allowed for election.

May be but there can arise some malpractices of bit and other silly things may happen in it. they wont allow it.
It is impractical.

Candidates ARE "tested"...through their lives in becoming electoral prospects, through public debates on issues, media interviews, and every move they make from the time they put themselves on the ladder of politics. Wise individuals follow the candidates' persuits to their positions, then "grade" them according to the voters' vision of what the future could be with them & their constituents at the helm.
I, personally, support those that were not "handed" their rungs on the ladder, have owned/operated successful business(es), have the least strictness of conformity to present policy or dogma, and possess the most common sense...Needless to say, there are few to date even worthy for my report card, let alone my vote... LOL

For this you have to amened the constitution .Which the politicians are not interested in. Also fake certificates are available . The non educated men or woman are also capable to run the Govt. only real patriotism is needed
