Yes, they are a great investment. The new ones have a gas in between the sheets of glass that keep the heat/cold from transferring, block UV rays and pretty much sound proof your home. They are a great investment, not only increasing value, but make the house easier to sell as they increase the attractiveness as well.
Shop around, prices vary a lot, but since they are regulated you can get great quality even at a lower price.

It may or may not increase the value of the home, depending on the details - age of your house - market conditions and the like. However, one thing it will do is make your house more likely to sell quicker and closer to your asking price.
Most areas of the country are in a buyer's market - there are more houses for sale than there are buyers. This will probably continue for the next 1-3 years. So you will likely be in a situation where there might be 10 homes like yours on the market and only 6 buyers for them. The ones that will sell will be
A) The ones that are better than the others - updated windows - excellent shape - some nice extras
or
B) Cheaper than the others.
and the ones that sell real quick will be:
C) Both of the above!
So doing repalcement windows can help in getting your house sold months earlier - saving you thousands in mortgage payments.

Depending on the overall condition of your home, yes, replacement windows are a good investment. I had a home several years ago in which I replaced all the windows then sold 2 years later. I had also put on a new roof and replaced the ancient aluminum siding with vinyl 2 years earlier. I recouped every penny.
I agree with consulting a realtor for a market assessment first, however. He or she will have a good idea of what buyers in your market are looking for, and may suggest other updates that would bring more value.

Yes they are, they add value to your home and make the house more energy efficient which is always a plus with buyers. Shop arround though for prices, and try to pay the least possible. That way you have the new windows in place, but did not pay outragous prices. I would also call a realtor now to give you Comps for the area (houses but on the market and sold recently) so you can see what the other houses have. Who knows, the realtor might come to your house and say: "Don't worry about the windows - your garage (or driveway, or roof, or furnace) are what you should spend your repair money on". You do not have to sign anything with a realtor for all this information, it is free.

A lot will depend on the condition of your current windows. If they are good windows, and you are merely considering an upgrade (for whatever reason), you won't recoup as much as you think you may. Buyers will, of course, like your new windows, but if the old were in excellent condition, they would most probably like those windows as well. You will need to assess this on your own. Follow the advice of others and ask a qualified real estate agent what he/she thinks for your market area.

Replacement windows is one of the few things that actually adds value to your home, so yes it is a good investment. If you rewire an older home it is just considered a maintainence cost, no added value, but windows are the exception.

yeah.. after replacing the roof, driveway or remodeling the kitchen or bath its the next best investment.
if you do it before the end of 07 your eligible for a energy credit on your taxes too.
