Your certification (example MCSE) says you know how to "do" -- the degree says that you also understand "why".

If I need someone to install a wireless network system to my specs in my office then a tech with a cert can do it. If I need someone to come in and explain all of my options and help determine which is the best for my business, then I need someone with the degree.

Usually, in that industry, you will want both.

Most likely (if it is like other certificate or degree programs), a certificate program requires many fewer classes and could be completed with as few as 4 courses. A degree program is much longer, usually with 10+ courses, and you would actually earn a degree (MS, MA, etc.). It depends on what your goal or reason for earning the certificate/degree to determine which one may be better. Hope this helps...good luck!
