72 degrees or to be precise 71.57 degrees.
See first of all find tan inverse 70/210
Now 90 - (this angle) will give then angle between the vertical side or line of sight of the building and the tip of the shadow
IN short, the angle by which the person looking straight horizontally would have to tilt his head down by, to see the tip of the shadow.

The question seems to suggest the angle in question is the vertex at the viewer's position (top of building). This angle is acrtan (70/210) ~ 18.435deg
