Can't find an acceptable definition of "bag" in the OED that fits in with the use you seem to be making of it so as far as I'm concerned, like so many others, your question is meaningless !-

Well, I don't think it's more than any other races, one race in particular, but it's because of what Middle Easterners did on 9-11, and how they are so violent blowing up themselves and many other innocent people too. They are told they'll have 17 wives and crap in heaven when we know heaven is not a place of consumation or sexuality. Heaven is a pure spiritual place where sex and marriage do not take place.
Why just yesterday in an attempt to assasinate Benazir Bhutto, over 150 people lost their lives because of the Taliban and Al Qaeda, and 250 more people were injured seriously. These are Middle Easterners doing these things.
I can honestly say that I wish I had no ill-will towards Middle Easterners, but I just don't know who is good or bad, you know? Who is pretending to be something as a "sheep" or who are the real "sheep". They could be wolves as far as I know. These are hard times, critical days we're living in, these last days here in the earth, critical times hard to deal with.
I wish I knew who was good so I could love those people, and not just Middle Easterners alone, but everyone; white, Black, Mexican, Indian, etc. I'd love to love all people and trust them, but in these days we cannot afford to trust anyone really, except those who have proven themselves in harmony with truthful Bible and Godly standards. It's hard.

The above posters are right-on when they say it shouldn't be accepted. The truth is, it depends on who you ask.
To those whom it is acceptable, their reasoning probably has something to do with a self-perceived superiority of culture and nationalistic pride. For example, think of your stereotypical "southern pride" rebel who insults everything that doesn't bear the confederate flag. Some people are that way.
On the other hand if you ask a person with an IQ above 10, you'll find that it's not cool. Obviously jokes are tolerated, and to varying degrees depending on the people you're with, but when push comes to shove, and if it's serious, no morally sane person would ever accept the berating of any group of people.

you cant ignore the fact that Arab people have that terrorist instinct in them. NOT EVERYONE!!! BUT....you can see that most of the the terror attacks and the couturiers that are a threat, are mostly Arab cauterise from the middle-east, so its no surprise people think that way. however, i do feel bad for all those individuals that only wants to live their lives and be good. but what can you do this world is all about tagging people and having prejudice toward other groups of people.

I don't know what "to bag on" means, but assuming it is something derogatory it would not be acceptable in my neck of the woods.
