Sweet Bro, though your question is not pretty much clear..but i guess there are three different question that your are trying to ask..
1...About Windows>Your Windows might be corrupt..so it is not working..You can install it again..you can't blame your hard disk if your windows is not working
3...About HardDisk>you said your harddisk ain't working...Bro are you sure about these thingz..
*the jumper setting of your hard drive is right!
*your hard disk is not disabled from your computer bios!
*the data cable and power switch of hard drive are working properly!
*the "IDE controler" where you pluge the date cable of your hard disk is working properly!
If you aren't sure about these things then there is no reason to say that your hard drive is not working..you also said you have checked it on other computer..when you connected your H.D with other computer what was the jumper setting of your hard drive..if the jumper of your hard drive was on master setting then it coudn't work(because your XP don't work on others mother boards)..so please dont forget to keep the jumper of your hard drive on "Slave setting"..while checking your H.D on other computer...in this way you only can check you H.D not your Operating system(Windows)..but bro if you have checked all these things that i have mentioned..and still it is not working then you have to change it..
3...Operating System CD(Windows) with H.D> there are two aspects of this question...if you are asking..when i'll buy a new H.D..do the shopkeeper will give me a free Operating System CD(Windows) with it ....my answer for this question is no ...you have to buy a new one..
but i you are asking...when i'll buy a new H.D..windows would be already installed in it or not....my answer for this question for this question is again no...well they can install it but that windows won't work on your computer...your H.D must be connected with your personal mother board when you are gonna istall Operating system Windows..
but my advice for you is...plz let the guy see your computer who know about it very well..i don't think there is serious problem with your computer..my be he will change the settings and everything would be damn fine
I hope you will find my answer helpful...Wi$h Ya GoOd LuCk Bro ;-)

First thing you do is check the date on the hard drive and see if its still under warrantee. Or goto the manufacturers site and put in the HDD's serial to check warrantee.
No, a new hard drive will not come with xp loaded, you will have to buy a disk. If your computer came from Dell, HP, ect. it should have come with a restore disk, try that first. If it didn't call your PC's manufacturer and request one.

no, you just buy a hard drive with nothing on it at all, so you will need to get a windows disk and install it on.
