The UN did a study to estimate personal wealth and got about $26,000 per person in the year 2000. This doesn't not include value of infrastructure and governments.

Money or wealth? They are different things. Wealth actually comes not only from actual money, but the value of your resources. The money part can be answered (and I think the first person did so). However, economically speaking, the question of wealth can't really be answered.
