1. He has been resurrected once, Dragonball can't resurrect someone twice.
2. He wanted to train in heaven against strong people in heaven to prepare for the next alien invasion.
3. He wanted to give a chance for youngster to defend the earth (his son).

Goku had been brought back from the dead before, so he couln't come back to earth too soon. Also, he could train with some of the most powerful people in heaven so he can return to Earth and destroy Cell. And he did.

i think it was because he wanted to train with north kai and hadnt he already been brought back once meaning he couldnt be brought back again.
