13 hp engine. 23" tall tires. comet 400 series torque converter. the kart is heavy maybe 150 or 200 lbs. the jack shaft twist and the chain pops.
so I want to use belt. how big of a belt will I need . maybe double half inch.?

BELTS waste power!.
fix your jackshaft!! The comet torque converter will not shift right unless the jackshaft is straight and alighed perfectly.

Make sure you have the correct number of teeth on the chain AND use a tensioner sprocket to kee it adjusted right!

As suggested - fix the jackshaft issue first - replace berings- whatever - it needs to be all tight. The chain will by far be the better option - make sure its the proper chain for the sprokets.
Ive noticed on racing lawntractors they use plastic idler wheels for a tensioner on chain driven setups - one bolt to the frame - so it can swing back n forth and use a spring to load the tensioner, to keep a bit of tension on the chain.

A belt won't solve your problems. The belt would have to be perfectly tensioned or it would just slip... unless you're using toothed pulleys and belts... and then you might as well be using a chain.

Check the alignment on your pulleys.

You should just realign the jack shaft but if you are dead set on converting to a pulley and belt northern tool and equipment sell all kinds of pulleys and chains and sprockets for all kinds of applications.

Have a look at what you have first; The 2 main reasons for a chain to pop are:
Too much slack in Chain
Pulleys not properly alligned
