Shane warne from Australia was the first to achieve that target from 145 Matches and now he is retired.
As for the fastest 700 wickets it should be Muttiah Muralitharan from Srilanka taking 700 wickets from 113 Matches and still playing.

Only M. Muralitharan and Shane warne have taken 700 wickets. M. muralitharan is the fastest to take 700 wickets as he has taken these wickets from 113 Test Matches, whereas Shane Warne has taken 145 test matches to capture 708 wickets.

Mcgrath(retd,) & Kumble have not taken 700 wickets yet..
From the other two (the only 2 who took 700) Warne(retd.) was the first to take & Murali was the fastest to take 700 wkts

Shane warns get its and now retired. But murlitharan is still playing and he should gets its nearly.
As for as fastest 700 wickets taking consirn i think muralitharan is the quickest.
