The quickest quality food in a sit down restaurant has always been Mexican food in my opinion. One time I ordered and I could swear I got a fresh plate within 45 seconds. Though on average it's merely a 5 to 10 minute way. On the other extreme, the longest waiting restaurant I ever go to is Denny's, whom I actually walked out of once because it was 15 minutes before I was even asked to order and then another 30 minutes and the food still hadn't come, so I walked out.
Long answer short, from the time I order:
15 minutes max I expect to wait
30 minutes have passed, then I leave.
Mexican food is always my favorite restaurant to eat out at for that reason--good, quality food, quick service, and free spanish lessons for the family.

The waitress is obligated to tell you if you have to wait over 17 minutes for your food, that it will be awhile because there are other orders or the cook is too drunk to work any faster. But it is my humble suggestion that you look around and see if the place is busy or not and ask someone else there how long they waited if you patience is expected beyond my 17 minute rule. Then if this restaurant seems to waste your time and the food isn't good enough to merit the wait I would look for those buffet restaurants where you serve yourself and your tip, if any, is alot less.
