I do not think any country put restriction on cricket. However, South Africa enforce restriction in selection of players based on their colour.

I dont know.I think that India needs to do it because the players do not have any consistency.If they win,it appears to be a fluke most times.See how they lost to Australia recently.We are giving lot of money to cricketers at the cost of other sports.
