Depends on the situation, if the person in question on which you wish to "sick" the dog on, is on your property and seems to be attempting to commit an illegal act, then that time would be appropriate. If your walking you dog and you have an altercation with someone and you threaten to back off or Scruffy will defend you and they don't, it's there fault they had full warning. But if you simply get in an argument and you sick the dog without warning then no its not a good time, or if someone is on your property in the front yard looking suspicious, regardless its not the right time. Unless there in full thief uniform or look like a "thug" or criminal then without warning or proper judgment it would not be appropriate to use your dog.

Usually a good dog will attack whether the owner tells it to or not if the master is threatened. But I would say self defense is a good time to command the dog to attack if you are truly threatened.

unless the person is physically harming you, never. if they have a gun pointed at you, go ahead, but be warned, you can be charged for doing this, and the dog can even be put down.
