In common speech, both are correct.
However, the second sentence is more accurate. The first implies that the person wants to "meet up" the second that he finished his homework. The second sentence is more likely, as they will probably meet up a little while after he finishes (due to traveling time, etc...)

Both are correct use, But I think it has a lot to do with how you trying to get your point across to the person, Saying when means there is not a time frame, after I believe means I am going to get it done & I will see you afterwards, like you are going to get er done!

Either is correct. The meanings are slightly different. "when I'm done" implies that we will meet immediately after the homework is finished. "after I'm done" might mean anything from immediately after the homework or after an unspecified delay. "After" can be two seconds or two hours after. It only specifies sequence and not time.

You don't use the word "when" in the middle of the sentence. This word is as answer/reply statement.
example: When I am done with my homework let's meet up.
let`s meet up after i am done with my homework (incorrect) too wording.
Let's meet up after I have done my homework.
After I have done my homework let's meet up.

In Australia, we don't say "when I'm done". We say "when I've finished".
