It's the first of a two-part song. "I'm Your Captain/Closer To Home" is the full title. Both songs are often played separately and I have heard edited versions of each where the instrumental passages are shorter than on the album version. Also, "I'm Your Captain" often is played on the radio where the final verse is deleted. It's not that obvious from the lyrics but this is an anti-war song.
