We have a raw sewage smell and we dont have a septic tank we are on city sewage could this be the problem and how do we fix it.

With all due respect NEW, might just mean NEW to YOU?

Sounds like the sink was replaced but old plumbing left in place. My first thought would be connect with the seller and or Realtor, and use decent language but speak at a higher then usual voice level, asking WHY...etc.

Depending on the Type of Pipe; PVC etc. Just get an appropriate size CAP and thread or glue on.

Ideally the plumbing should be removed. I'd also question if in fact a Septic tank still exists and again; loudly question WHY, and why it wasn't removed.

Definitely. It should be connected to a stack that goes through the roof. If not and you are near an outside wall, you can drill a hole through the wall and then put a 90 degree angle, a piece of pipe (vertically) and then a vent valve which allows air in but not out. This may not be allowed in all areas but it works and it is the only cheap fix.

if it is a new house it could be an Auto Vent they use then for island sinks where they can't put a stack, sounds like they left the top off, it is a plastic cage with a ball in it to stop the odors from escaping. it fits on top of the pipe

If this is like the vents i've got considered/used, the rubber "dish" you pronounced desires to be in there to act as a variety of flapper or one-way valve to maintain sewer gas out yet enable room air in. with out the valve, you will purely get sewer gas and your P catch will lose its sealant water using siphoning. the reason you want a vent on that sink is to maintain the P catch from dropping this is sealant water. wish this facilitates. If you have a new home the builder should be contacted and made to fix this.
You should not have any open plumbing of any kind. It sounds like the vent stack was not connected, that takes out the smell.

I would guess with the information you gave the this is the drain cleanout that was used and, never put back on. Just put the plug back on and, screw it in. They must have had a plug up issue and, had someone in to open the drain and the plumber forgot to put the plug back in.

get a plumbe r in to check it out and he will be able to get rid of it if it is un needed or it is where a drain fom a old sink was but got replesed

???? do you have a dish washer or did a dish washer come with the house<<< sounds like the plumber forgot to put the end cap on for a dish washer
