The screwed up adult male Mormons are breaking the reversal of the rule where you can only have one wife and marrying 14 year olds. Go figure.
Your typical Mormon is not bound by an age unless their parents truly care. In most cases, they do.
But I've seen Mormons do things way off the mark of their temple-bound Elders. Trust me.

The issue is not so much about dating as it is chastity. 16 is the recommended minimum age for an active LDS teen to date, but it's proposed as a means of preventing improper sexual activity before marriage. Sex is not viewed as a procreative act alone. It can be recreational, but it is considered a most private and intimate act that should only be shared between a man and woman who are properly married. Why properly married? For one, because the duty and responsibility that comes with a child is nothing to trifle with. If you truly comprehend the damage that you can cause a child by not being prepared before you bring it into the world, you can understand the concern over premarital sex. Too often unwed teens find out that the person they have a child with is just not compatible for marriage. The child is left dealing with a broken home and can suffer immense developmental issues. There's a lot at risk, and in the passion of the moment MOST people cannot stop before they go too far (teens and adults alike). Even if they use contraceptives, never get pregnant, etc., LDS members are still commanded to abstain from sexual activity until properly married. The LDS church recommends a dating age and sets guidelines for appropriate behavior to simly help members avoid these difficult, sexual situations which too often lead to mistakes.
To be fair, I am not speaking for the LDS church and I have not addressed all the reasons the LDS church upholds these values. There is a lot of available information at LDS.org, or just ask your Mormon friends.

Mormons are strongly encouraged to not date til thier 16, and then date in groups til they're 18 or 19.
Some parents strongly enforce this, others don't. Some kids will date even though their parents are against it.
Mormons are also encouraged to date other Mormons. For a Mormon to be married for "Time and all eternity" they have to do so in the Temple. Only active, worthy Mormons can enter the temple. Since you end up marrying who you date, they're encouraged to only date Mormons.

I am an inactive member of the LDS church. Where I live, almost everyone I know is LDS. I have friends that are not allowed to date until they are 16, and this is because our Prophet advises that this is the approriate age for dating. It's not like a "rule" though. My personal belief is that you should start dating whenever you feel ready, not when someone tells you too. Please remember that not all Mormons are the same, and believe the same things. I know some very religious Mormons that are horrible people, and I know a lot of awesome people who are not Mormon.

It is good advice to floss, but not everyone does. Those who ignore good advise may end up with dental problems. It is good advice to wait until 16 to date. Those who take this advise are less likely to emotional problems. When children date at earlier ages it is just an eternity to them to wait for the right person and the right time. At an earlier age they are more likely to go steady and be attached to one person. At 16 graduation, college, a mission and/or marriage are choices that are just on the horizon. At this age dating can be an opportunity to mix without attachments.

It's not something they HAVE to do but it's an advice they give to teens out there.
They think at the age of 16... is a perfect age to start dating cuz your not too young and your mature enough to understand what dating is all about. And they don't get in that much trouble or do stuff your not suppose to because of the high standards they have.

Its true. When I was growing up I had the mormon bishop as a neighbor. His kids were not even allowed to give other kids hugs. They were able to start dating when they were 16 years old.
