Of course he likes it. It feels real good. If it didn't he would push you away or turn get back from you.
The reason they say it hurts if nothing is done about it is because after a while of ebing hard and not squirting sperm the penis gets sore. Depedning on what you are doing, the testicles can be sensitive and hurt too.

Sounds to me like he wants more, my question is do you? If it hurts he'd tell you. Don't feel pressured into doing what you're not ready for yet. He also sounds unsure or by now he wants you to do more. I'm guessing you around 15-16? Wait until you are really ready for the next step.
