It might have less to do with being rude and more to do with where that person is from. Saying 'bless you', or 'gesundheit', or some such seems to depend somewhat on local custom, so it's possible that saying, 'thank you' is also.
One of my foreign language teachers once pointed out that it is actually rather rude in some countries to say anything at all when someone sneezes since this draws attention to something that didn't intend to do and couldn't help and would just as soon have ignored.
So, perhaps it is a local custom they have learned, or a family custom, or perhaps they just never had people tell them, 'bless you' in whatever household they grew up in.
You go ahead and be sweet and polite in the manner that you are used to and let their rudeness, ignorance, or different customs be their problem, not yours.

I'm nice enough to bless them, they should be kind and thank you. It's really crazy when you're in a room full of people and you sneeze, then NOBODY says "bless you". People are so selfish these days.

Yeah that's very rude! even my 3 year old daugher says bless you and thank you at the right times! how hard is it!

That is rude. And it is rude to me when I sneeze and no one says "bless you" so I say "bless me!"
Also what is rude is when you let a vehicle get in front of you in a busy intersection and they don't acknowledge you for it. Where's my wave fool? :)

I get annoyed when someone says "bless you" because then it BUGS me when i DON'T say thank you.Especially in class when I'm taking a test. Just don't even bother saying "bless you."
Plus I'd much rather have them say gesundheit, because i have different beliefs.

I just think they don't have the same beliefs as me. Those people who have different beliefs as me probably don't say "thank you" because they feel you were imposing your religion on them...so you think its rude they don't say "thank you" and they think it's rude your saying it in the first place.
