Do you mean the Battleship Bismarck of the german Kriegsmarine or do you mean chancellor Otto von Bismarck's emergence?

Assuming you mean Otto, he became the Premier of Prussia in 1862. The king at the time, William I, gave Bismarck a pretty free hand in the unification of the German States under Prussia's lead. To do this, he first maneuvered the Austrian Empire into a joint war with Denmark over disputed territory (Schleswig-Holstein), and then claimed that Austria was attempting to take the spoils of that war for themselves. This led to a second short war in 1866, in which the Prussian Army soundly defeated the Austrian Army. As a result of this, the Austrian-controlled parts of Northern Germany were annexed to Prussia, and most other northern states entered into a union with Prussia.

Bismarck next led the ruler of France at that time, Emperor Napoleon III, into a war in 1870. All the German states remaining joined with Prussia, and their unitied Armies decisively beat the French (that's what studying the role of the railroads in the Civil War does for you).

The new German country was declared an Empire in 1871 with William as its first Emperor. The peace with France was a harsh one, which included annexation of Alsace and Lorraine back into Germany, occupation of the country until a large indemnity (money for having started the war and lost) was paid. Bismarck then followed a policy of peace and better relations with France, but the memory of the 1870-71 war remained a force in French emnity with Germany which was played out in World War I.

Bismarck was replaced by William II in 1889. This act was known as "dropping the pilot", in that Bismarck had guided the unification of Germany and its first 18 years as a united country. Because of his unflagging pursuit of this policy, he became known as the "Iron Chanchellor".
