Probably -- partially, because he's managed to get Congress to pass some laws that grant retroactive immunity and amnesty for many of their crimes....
And partially because the American attention span is short enough that once Bush leaves office, most people will stop thinking about him -- so, again he goes unpunished.

He will probably have lobby groups try to influence congressmen to vote a certain way on issues. He will still try to influence public policy from the outside.
But if the Republicans lose as many seats in the House and Senate as expected in Nov 2008, he will not be able to control U.S. policy from the outside.
I just wonder how many classified documents he will destroy before the Democrat President comes in office.
I don't think he wants to leave a paper trail of his illegal wire tappings, and other questionable acts.

Unfortunately I think so. It seems to be an unwritten rule among former presidents that to preserve the peace by keeping waring factions from waring that you have to pardon previous sins.

I know one thing, Cindy Sheenan and other mad as hell soldiers' moms will be looking for him. And yes, he will try to be above the law after he leaves the office. idk about his cronies though.
