When I bend my neck and upper back downwards (to the point of feeling tension down my spine), my left hand begins flopping and jerking on its own. I thought that was so cool. I wonder why it happens.

I've never experienced that, and I'm not sure it's normal. It might be something you'd want to talk to the doctor about, because it could be a sign of spinal cord damage or neurological damage. On the other hand, it could also be an indication that you have super powers.
