When the trade center bombing happened, I would have done exactly what Bush did....know he had to act....listen to the advice of his security people....know what had happened in the past and what Clinton didn't do....and because he was very afraid they would attack again in a worse way...go after every terrorist in any way he could.
I would also have gone after Saddam Hussein, just as he did because he knew he had use the chemical weapons already, and he was bragging he was going to use them again....and even more scary for us...there were open reports that they had been trying to buy materials for a nuclear weapon.
After the terrorists had just destroyed several buildings...and had missed the White House and Congressional Buildings only because some very brave people acted on one plane....and considering that as many as 50,000 people could have died in the trade center that day...they just timed it wrong (and God protected a lot more people)...what would you have done?
I would close our borders yesterday....we are very vulnerable to them coming in and hiding among us. I would do what Rudy Guliani is saying we should do....form terrorist protection all over the United States...with the FBI and police working together.....and I would approve of the phone connections they need, which Congress is now fighting....and I would stop trying to be politically correct in fighting them.
I would stop worrying about whether you are targeting Muslims, and start worrying about protecting us instead. I would check every Mosk all the time.....I would stop Muslims without excuses....the innocent won't mind being protected, the guilty will be caught.
As for the economy....I would have a long time ago protected our citizens and our country first....and made trade equal and in our favor....and not have let so many of our skills, and our jobs go overseas.....I would keep taxes low, because that also stimulates our economy, and I would make everyone pay a fair share of taxes in a flat tax. I do not believe in the rich paying for the poor. We are a free country, with equal opportunites to succeed and we should all pay. Yes the poor may need a hand up....but not in a socialist way.
And I would protect America against Global invasion...pretty soon we will have lost our country and our freedom.

Tax on imports.
High school kids could work 30 hours a week.
Illegal alien tax. Tax on employers that were not paying taxes or 1099 employees..Simply use to % of legally employed employees.
Also any money wire transfers would be examimed and taxed if no evidence of source..
Just collecting these taxes should balance the budget.
Iraq, build fences everywhere and here. Saudia Arabia, Israel, India, Yemen, China and other places have already built fences and they work.

Economy- I would get the government out of it, and let the free market handle itself more efficiently than any government ever could. I also would abolish the Federal Reserve and go to the gold standard for money.
Foreign Policy- Have diplomatic relations and free trade with all countries, get out of the UN, Nato, so on and so forth. All the more that is necessary for prosperous friendships. No military personnel in foreign countries. They need to be here protecting the US, not enforcing imperial policies overseas.
War on Terror-Wouldn't exist once the foreign policy took place, since once we let them run their countries as they see fit, they wouldn't have any interest in America anymore.

The "war on terror" is a marketing phrase -- declaring war on a tactic makes about as much sense as marrying a poem -- it may look good on paper, but is meaningless for any practical purposes.
Our first focus should always be our own stability -- which requires dealing with three things -- infrastructure (roads, bridges, dams) -- education (which is a serious problem) -- and crime (both domestic and foreign threats).
Foreign affairs is important -- but that's not someplace to spend out money until all (or most) of our own problems are solved -- so, no more foreign grants of aid -- no more troops overseas (except where it serves our direct security needs) -- we deal with our own back yard first.
