what does it take, can it be done, will it cost alot?
The storefront I'm looking at looks like a garage and is a corner property on a dead end street.

You can ask for an "variance" on the property and give the whys and whereof, the reasons you want it for. If it's the tax structure you might be surprised.

Usually once the properties been assigned a zone such as a rezoning for a business it's not changed due to other problems that can be incurred later from others that move in.
If someone moves in next door,IE: a business store and you start complaining, you asked for the variance and now your complaining, you see what I mean.

This is happening right now in out town. They moved into a business district, a builder and put in six homes because it was cheap, the taxes were low, no one ever looked at the property.
A corn alcohol plant moved in, with all the trains, the trucks, the all night madness of a full time business going. Now they're all suing.

Yes, you can reface the store front to look more like a home.
No, you can't assume it can be rezoned. Check with city if that area is zoned for 'only commercial' or combination before you attempt anything.

Check with your city government; zoning regulations are local matters, and differ from place to place.
