if it is suppose to be washed is cold water then this obviously prevents it from shrinking, so was it in hot and this should work! also try putting it on a hot radiator to dry this will help shrink without ruining!

Usually the only way to shrink a sweater would be to wash it in warm or hot water and then dry it. The only thing is, it could shrink way more than one size.

You can usually exchange a sweater if it was a gift. Ask the giver where it was purchased.
Shrinking will distort and mat the fibres, unlikely to make it fit better.

However, before anyone can answer the question, please identify the type of material/fabric. Wool? Silk? Cotton? Poly/Wool blend? And, so on.

Hand wash it in hot water, wring it out, shape it and lay it flat to dry. Good luck!

After washing a sweater is never new looking again. Give it away to someone bigger who could use it and buy yourself another one even prettier.
