Playing a musical instrument is not begging, it is not vagrancy. I have seen groups of 10 or more dancing for tips, they were choreographed, break dancing and locking. People could stop and watch and leave a bit of cash in appreciation for the entertainment that was just had for free, if that's the way they wanted it to be.
I have also seen street performers who have the same spot and the same hours for years, it was their career, they seemed to do okay.
I don't see any similarity between street performers and people who hang out at busy intersections with cardboard signs saying "Will work for food" or whatever. Street performers are offering something for nothing, entertainment. You can take some enjoyment from their performance and leave nothing or you can leave something in the hat. The guys with the signs only make me feel uncomfortable and a little confused as to why they won't work for a job.
However, most cities do require that street performers buy a license, the cities would hate to have anyone do anything that they don't get money for.

I live in Toronto, Canada and you do need a lisence to play an instrument on the street.

One or two people they usually let slide but a group of 10 people or more generally need a permit, even if they don't solicit for cash.

Vagrancy or begging is a crime but the law enforcement agencies do not have enough prisons to accommodate all beggars if they apprehend them.
