That's just a stereotype, it's not true 100% of the time. Have you even seen a fat girl, or a really ugly girl in a mini skirt, do they still look hot?
But if you're still looking to an answer to this question, it's because the skirts are so short that their legs look longer than they actually are, and you have an imagination that you're somewhat closer to getting in their pants, in this case, their skirts because it's showing more skin.

i'm 4'11", perfect bod proportions, and thin and i wear mini skirts a lot, but i think i look more cute than hott=D

i dunno. i used to wear mini skirts a lot, && guys always say that.O.o. but then now i cant, cz our school is sooooo strict about it :(( i cant wear anything anymore :((
