error code PGM-F1 F1 indicator light flashes 1-2-1-3.
What does this mean?

Unless someone has a shop manual, they will not know what the code means.
Purchase a shop manual

Or go to a Honda dealership and ask a parts guy if he would look up the code for you.
Service personnel are usually to busy to bother with customers asking for freebies.
You'll have a better chance if you buy something (spark plug, oil filter, anything)

check fuel to start with also check wires to key socket and button start or you Haven connected starter properly
